Fire destroys over 50 houses and shops in Daporijo

DAPORIJO, Aug 30:  Over 50 houses and shops were reduced to ashes in a devastating fire which broke out around 9.30 AM at New Market, here on Wednesday, rendering 87 families homeless.

Victims have been temporarily sheltered in the DUDA market complex building that has been turned into make-shift relief camp.

The cause of the fire is yet to be ascertained and an investigation is currently on.  Reportedly, properties worth over crores were lost in the incident.

Fire tenders along with police and paramilitary personnel reached the spot to evacuate the fire victims and help douse the fire, preventing it from spreading any further.

The authorities are presently assessing the total damage caused in the incident, while local MLA, Dikto Yekar and  Chief Minister Pema Khandu have expressed deep grief and sorrow over the unfortunate incident.

The Chief Minister has directed the district administration to provide immediate relief materials to the victims while asking it to press all departments concerned to render logistics in the designated camps.

He assured the people and victims that the government will provide all support in their relief and rehabilitation.

Pema reiterated his appeal to the people to remain extremely cautious to avoid such mishaps.

Pema appreciated the district police, ITBP, CRPF, GREF and members of the market committee for lending help in relief and rescue operations.

Also assuring all possible assistance to the fire victims, MLA Yekar said that the market was one of the oldest and main commercial areas in the district which provided livelihood to hundreds.  

 

 

 

Tibetan Rehabilitation Policy will not affect Arunachalees : BJP

ITANAGAR, Aug 30:  Amid growing protests in Arunachal Pradesh against the recent decision by its cabinet to implement the Tibetan Rehabilitation Policy, 2014, the ruling BJP today said that the policy will not affect the indigenous population in any way.

"The Tibetans are not claiming any citizenship but staying in three settlements in the state in an organized way unlike the Chakma and Hajong refugees," state BJP president Tapir Gao said during an interaction with the media here.

He said, the state government has no separate policy on the Tibetans but is following the central policy which is mandatory as India was a signatory of the Geneva Agreement.

"The Rehabilitation Policy was framed during 1959 when the Dalai Lama fled Tibet and took political asylum in India. The policy which is being reviewed every 20 years is not an act so far. Since we respect human rights, we are obliged to follow the policy," he said.

Several organizations like All Arunachal Pradesh Students Union, Arunachal Citizen Rights, Arunachal Pradesh Congress Committee and Peoples Party of Arunachal have protested against the decision of the state cabinet to implement the policy and demanded immediate its rollback.

The decision, they claimed, would badly affect the indigenous tribal population of the state especially in job and other facilities from state as well as central schemes.

As per the 2009 census, a total of 1,10,095Tibetans are present in the country and settled in 45 settlements in ten states. There are six settlements in Karnataka, one each in Maharashtra, Odisha and Chattisgarh, three in Arunachal Pradesh, two in Sikkim, two in West Bengal, four in Uttarakhand, 16 in Himachal Pradesh and nine in Jammu and Kashmir.

Gao informed that out of the 7,530 Tibetans settled in three settlements in Arunachal Pradesh, 935 have been rehabilitated in Canada last year.

"As per the Rehabilitation Policy, the Central Tibetan Administration (CTA) conducts census of the Tibetan refugees every five years and submit report to the Centre as well as the respective state governments," Gao said.

He said the Centre found that the level of assistance and facilities extended by various state governments to the Tibetans were not uniform. The Rehabilitation Policy, 2014 was framed to provide anuniform guideline demarcating the facilities to be extended to the Tibetan refugees living within the jurisdiction of each state government.

As per the policy, the state government should necessarily sign a lease document for the land occupied by the Tibetans for a period of 20 years or till it is revoked or cancelled.

Moreover, Rent Tenancy Certificate should be issued by the respective state governments and land under their occupation should not be disturbed.

Gao said, the state government has been advised by the Centre to extend state government as well as central schemes such as MNREGS, PDS, NFSA, IAY, NRLM, RAY and NRHM, besides infrastructural facilities and basic amenities like roads, electrification, drinking water and medical facilities in and around the Tibetan settlements.

The state government had also been advised to permit qualified professionals amongst the Tibetans to pursue jobs in private and non-government sectors in any field.

The Tibetan settlements in Arunachal Pradesh are Miao in Changlang district, Tenzing Gaon in West Kameng district, Tezu in Lohit district and Tuting in Upper Siang district.

However, the Tuting settlement had been merged with the Tezu settlement a few years back.

Responding to a query regarding government job facilities to the Tibetans when several thousands of indigenous Arunachalees are unemployed, Gao said that they are not entitled for the 80 per cent posts reserved for the locals but can compete in the 20 per cent in open category. (PTI)

 

 

Pema lauds contributions of Christian missionaries in education sector

ITANAGAR, Aug 30: Chief Minister Pema Khandu on Wednesday lauded the Christian missionaries for playing a major role in contributing to the growth of education, especially in taking education to the poorest and the downtrodden in Arunachal.  

He also appreciated the contribution of the RK Mission and the VKV in educational development of the state when there were no proper motorable roads in the state.

In his address to the Don Bosco College faculty members and the students at Jollang, the Chief Minister assured the support of the state government to all those institutes that had contributed towards strengthening of education in the state.

He also pledged his continued support to Don Bosco youth centre for its contribution towards skilling of youths in the state.

Responding to the grievances of the institute, the Chief Minister announced for a playground and a flood protection scheme for the college in this current financial year.

Taking note of NITI Aayog observation of declining quality education in government schools despite increase of assets and teachers, the Chief Minister informed that the state government is taking several steps towards achieving quality education.

He said that the state government is re-introducing the board examination system for classes V and IX. He informed that the centre is also re-introducing board examinations for classes X and XII.

Earlier, the Chief Minister inaugurated the Don Bosco College annex in Jollang at the college campus. The construction of annex was funded through the corpus fund of Rs 5 crore, which was sanctioned by former CM late Dorjee Khandu for the institute.

In his speech, PHED Minister Bamang Felix said the Don Bosco institute would rise to become the epicenter for development in Arunachal.

WRD Minister Kamlung Mossang and Father Jose Chemrapathy also spoke on the occasion.

 

 

Ultras apprehended in Miao

MIAO, Aug 30: The Miao unit police on Monday apprehended two hardcore NSCN-R cadres, Khapsom Ngaimong (19) and Pengwang Kanglom (22).

An operation to capture the suspects was launched based on input about the presence of underground cadres at Hotel Ranjit in Lower Market of Miao for the purpose of extortion.

Miao Police Station OC, Inspector R Khomrang,  accompanied by L/SI Bharati Mingki, SI J Aran and other police personnel rushed to the spot and cordoned the suspected hotel.

Sensing the presence of police, the cadres reportedly tried to escape from the spot but were overpowered and apprehended thereof.

The team seized a sizeable amount of arms and ammunitions, which included a .22 mm pistol with magazine and six live rounds, a .32 mm pistol with magazine and three live rounds, 20 live rounds of a 7.62 mm, a dagger, cash amount of Rs 12,350 and two extortion notes.

A regular case u/s 384/34 IPC r/w sec 25(1B) Arms Act r/w sec 13 UAP Act has been registered at Miao Police Station.

Later, another over ground worker identified as Shiv Lal Kurmi (35) was also apprehended during a joint operation by the police, Assam Rifles and CRPF, under the supervision of Deputy Superintendent of Police, John Pada and Superintendent of Police Amit Sharma.

 

 

 

Capital administration completes eviction drive

ITANAGAR, Aug 30: The eviction drive conducted by the capital administration from Chandranagar to Papu Hapa to pave way for construction of four-lane highway came to an end on Wednesday evening.

The administration started the drive on August 24 last and as per the official deadline it was suppose to be completed on September 9 next. However, the eviction team comprising of EACs Tame Yajum, Hento Karga, Jiken Bomjen and Liken Koyu accomplished the task much ahead of the scheduled date.

Talking to this daily, EAC Itanagar Tame Yajum informed that the eviction team will carry out another round of inspection within the next two days from Chandranagar to Papu Hill to reassess the demolition drive.  

She also added that the administration is trying to hand over the land to the Highway Department within the first week of September so that work can start at the earliest.

Further, she thanked denizens of the Capital Complex for wholeheartedly supporting the eviction drive for the greater cause of the state.

The capital administration destroyed several structures falling under the ROW during the drive. Barring few illegal encroachers, it is reported that a majority of building owners extended cooperation to the eviction team.

The administrative team was ably supported by team of officers from the departments of Highway, PHED, Power and personnel from BSNL and other communication sectors.

At least 120 IRBn personnel of cadre course, 60 IRBN personnel from refresher course of Police Training Centre Banderdewa, a platoon of commando force from Chimpu, female police and an eviction force of capital administration were also part of the team.

 

 

 

Be an active participant in 'Mission New India': Governor

ITANAGAR, Aug 30: Governor of Arunachal Pradesh, P B Acharya called upon the people to be active participants in 'Mission New India'.  

He was addressing a public meeting at Changlang district in his third leg of district tour on Wednesday. He exhorted all the members of the society to be united and stand against corruption, drug menace and other social evils.

Emphasizing on promotion of the indigenous culture and traditions, the Governor urged upon the people to be proud of the cultural heritage. He also stressed on preservation of indigenous dialects and faiths.

The Governor advised the people to avail maximum benefit from central flagship programme, particularly Jan DhanYojana and One Rupee Insurance.

Speaking on the occasion, the elected representatives requested the Governor for his assistance in providing a Sainik School, de-addiction center and tourism circuit. They also briefed him of refugee issues, militancy, AFSPA and the Act East Policy.

Besides public of the area, representatives of business community, community leaders, local legislators and government officials were also present on the occasion.

Later, the Governor also met the district heads of departments and advised them to be sincere and dedicated in their duties. (PRO to Governor)

 

 

 

CM appeals for peace, promises to table GoM report soon

ITANAGAR, Aug 30: Concerned over the prevailing situation, Chief Minister Pema Khandu has reassured the people that the Lower Siang district issue is being taken up in the right earnest.  

"The report submitted by the Group of Ministers, headed by Food & Civil Supplies Minister, Kamlung Mossang on Lower Siang will be placed in the next cabinet meeting scheduled for September 22, 2017 for decision,"

Pema said in a statement on Wednesday.

The Arunachal Pradesh (Re-Organisation of Districts) Bill 2013 was passed by the state assembly and the same was notified in March 2014. The state government is sincere in its effort in making the district functional at the earliest possible, the Chief Minister said.

Meanwhile, he appealed to the citizens to maintain peace and tranquillity in the area and to be patient. (CMO)

 

 

ANSU asks DA to remove electric poles

Yangte, Aug 30: The All NyishiStudents Union (ANSU) on Wednesday appealed to the authority concerned to remove the electric poles which are reportedly erected in a haphazard manner at the compound of the Government Secondary School, Yangte in Kra Daadi district.

During a visit to the school, a team of the ANSU, led by Vice President Tana Sushil Tara and AGS Charu Okam observed that there is a strong likelihood of a fatal accident if the problem is not fixed at the earliest.

The ANSU appealed to the PR leaders, school management committee and school staff to work together for the betterment of the school instead of indulging in petty politics.

The team also met Kra Daadi Deputy Commissioner Pige Ligu and appealed to him to initiate construction of toilets, bathrooms and water tanks in the school.

Earlier, the Union distributed notebooks, pens and sports items to the students.

 

 

 

AAPSU reiterates demand, calls for convening meet on TRP

ITANAGAR, Aug 30: Reiterating its demand to scrap the state cabinet's recent decision to implement the Centre's Tibetan Rehabilitation Policy (TRP) 2014 in Arunachal Pradesh, the All Arunachal Pradesh Students' Union (AAPSU) called for convening a meeting on the issue.  

The AAPSU stated that the decision to implement the policy overrode the Bengal Eastern Frontier Regulations Act of 1873 and the government should have taken opinions from various sections of the people, NGOs, students' community and all other stakeholders before taking a decision on such a sensitive issue, which would have direct effect on the socio-economic condition and demography of the state.

The AAPSU also reiterated that the implementation of the policy in states like Himachal, Uttarkhand and Karnataka cannot be compared with Arunachal Pradesh, where movement and various other activities of the people from rest of the country are regulated as per Bengal Frontier Regulation Act, 1873.

"There are people such as Chakmas and Hajongs, Nepalese, Bangaladeshis, who are residing in the state, and adoption of such policy would invite similar demands from those communities," the AAPSU said.

Any policy which hampers the socio-economic or cultural status of the people should not be introduced in the state and the government must give priority to the interest and welfare of the people, said AAPSU President Hawa Bagang.

Echoing similar sentiments, the All Abo-Tani Clan Student Union (AACSU) also urged the state government to revoke the state cabinet's recent decision to implement the Tibetan Rehabilitation Policy, 2014 and creation of 100 posts of Bodhi language teachers.

In a release on Wednesday, the AACSU strongly opposed the state cabinet's decision saying that it was taken without prior consultation and deliberation with the people of Arunachal.

Terming the policy as detrimental to the demography of the state, the union urged the state government to immediately revoke the said cabinet decision against Tibetan Rehabilitation Policy, 2014 and create posts of Tani Lipi teachers in every government schools instead of 100 Bodhi language teachers.

 

 

GAF alleges Pema govt of playing communal politics

ITANAGAR, Aug 30: The Green Arunachal Foundation (GAF) has alleged that the state government under Chief Minister Pema Khandu is sowing seeds of communal division which might prove detrimental for the state in the years to come.

"The Chief Minister should understand that Arunachal has a secular, democratic system of society and not a theocratic one", stated the GAF in a release.

While the GAF maintained that it was not against any particular religion, it questioned the government about its decision to create 100 posts for Bodhi language teachers which in reality will only help one particularly religious group which is Buddhist.

"At present, Arunachal requires over 3000 teachers in government educational institutions. The state government must also be aware that  many Sarva Shiksha Abhiyan (SSA) teachers are awaiting their regularisation. To top it all, most of them do not get their salaries on time. In such a circumstance there is every reason to believe that the state government is playing a communal card for electoral gains," stated GAF.

It also expressed surprise on the silence of intervening groups, unions and organisations like All Arunachal Teachers' Association, All Arunachal Pradesh Students' Union, etc.

Further, it claimed that "It is in everyone's knowledge that NGOs functioning in Arunachal Pradesh for the welfare of the Tibetan refugees are being funded by the World Bank and the central government, in addition to 10 percent of the NGOs budget being pumped out from the state exchequer. In such a situation, it is in bad taste for the state if the decision makers favour and lean towards any particular belief or group of individuals."

The Foundation has appealed to like-minded organisations and individuals to raise their voices against the "arbitrary and illogical" decisions of the state government which it opined might prove detrimental and was against the interest of the people.  

 

 

School children sensitized on drug abuse

ITANAGAR, Aug 30: School children were made aware about harmful and negative effects of drug abuse during a day-long awareness programme organized by Childline, Itanagar at DBYC here on Wednesday.

 Around 200 student representatives from various private and government schools in the Capital Complex attended the programme.

SP of Fire and Emergency Services, Kime Aya asked the student community to be aware of the menace of drugs and the ill effects of substance abuse on individual user's health, family members and society as a whole. He cautioned students and urged them to abstain from consuming drugs.

Arunachal Pradesh State Commission for Women Chairperson Mitali Thingkhatra elaborated on illicit drugs and the role of social media in eradication of drug problems. She called upon various NGOs involved in this field to organize drug awareness and de-addiction camps.

Social activist Jarjum Ete spoke about the psychological effects of drugs abuse and exhorted the parents to closely observe their children's behavior that can indicate drug usage.

Ronel Kumar, Executive Director, NHPC Ltd requested the young participants to carry the message they have received at the awareness programme to their friends and family members.

Physician from Rama Krishna Mission Hospital, Dr Tabu Maling explained the negative effects of drugs on user's health and sensitized the school children on various drugs, like morphine, cannabis, charas, heroin, marijuana and ganja, while Advocate Taba Rosy sensitized the students on drug-related laws and punishments to users of drugs, and other legal provisions.

The programme ended with 'No to Drugs' pledge by the students and others present on the occasion.

Sponsored by the NHPC, the programme was organized in collaboration with Childline and Don Bosco Youth Centre.

 

 

Call to end child marriage

ITANAGAR, Aug 30: Arunachal Pradesh State Commission for Women Chairperson Mitali Tingkhatra called upon all the stakeholders to make concerted efforts to bring an end to the practice of child marriage.

The APSCW Chairperson was addressing the final leg of a series of legal awareness campaigns on Protection of Children from Sexual Offences (POCSO) Act, 2012 and substance abuse at KV No-1at Naharlagun on Wednesday.

 Tingkhatra also underscored the importance of educating the girl child to achieve women empowerment and extending them benefits of various schemes launched by the government for the girl child.

Resource Person Dr Kento Basar spoke on substance abuse and ill effects of drug abuse and alcoholism. He advised the students, especially youths, to abstain from such bad habits.

Child Welfare Committee Chairperson, Kani Nada Maling explained in detail about the POCSO Act, 2012 enacted by the government, especially for the welfare of children.

An interaction session was also conducted between students and the APSCW and Arunachal Pradesh State Commission for Protection of Child Rights (APSCPCR) team along with the resource persons.

APCSW and  APSCPCR launched the awareness campaign on July 10 at Government Higher Secondary School, Itanagar and covered Donyi Polo Hearing Impaired School, Chimpu, Government Higher Secondary School, Ganga Village Itanagar, Government Secondary School, Pachin Colony, Naharlagun and Government Higher Secondary School, Kangkar Nallah, Naharlagun.

 

 

Orgs reiterate demand on autonomous council

ITANAGAR, Aug 30:  The Arunachal Pradesh Abo-Tani Clans Youth Organization, Arunachal Pradesh College Forum, City Student's Union, Arunachal Pradesh Tribal People's Forum, GaloYouth Organization and All Abo-Tani Clans Student Union have in a joint representation to the state Chief Secretary on Wednesday, reiterated early fulfilment of their three-point demands and threatened to resort to democratic action in case the demands are not met with soon.

Their demands include; constitution of Abo-Tani Autonomous Council, conducting a survey to check all Tibetan refugees in the state and to stop recruitment of non- gazetted posts like Junior Engineer (JE) through the APPSC.

 

 

Tuki inspects dev. works in Mengio

MENGIO,  Aug 30: Former Chief  Minister and  Sagalee MLA, Nabam Tuki inspected the ongoing developmental works in the Mengio sub-division  during his two days tour to the sub-division on August 29 and 30.

Interacting with the public, he assured to look into their grievances in the best possible means. He also visited the Primary Health Centre run by the KarunaTrust and Government Secondary School, Mengio.

Meanwhile, attending the opening ceremony of the 9th general conference cum election of the All Mengio Students Union, Tuki urged upon AMSU leaders to work for the betterment of students.

He was accompanied by Mengio EAC in-charge, Padi Tapa, ZPM, HoDs and PRI leaders of Mengio and Silsango circles. (DIPRO)

 

 

AKKDSU appeals for early release of compensation

ITANAGAR, Aug 30: The All Kurung Kumey District Students' Union (AKKDSU), in a representation, appealed to the Kurung Kumey Deputy Commissioner to do the needful for early release of compensation to the highway affected people to pave way for early construction of the Trans Arunachal Highway (TAH) within the district.

The AKKDSU appealed to the Deputy Commissioner to pass necessary and strict directive to the District Land Revenue and Settlement Officer to release the compensation bills of the TAH project and also direct the tender winning firm to expedite the road construction work.

The students' union said that delay in highway construction work in the district has caused immense problem and difficulties to the commuters.

In another representation to the Itanagar Regional Manager of State Bank of India, the Union appealed for immediate posting of sufficient staff at SBI, Branch Koloriang.

The AKKDSU said that the SBI branch had been running without sufficient staff since last two to three years causing great incontinence to the customers, particularly during deposit and withdrawal of money.

 

 

Workshop on GST held in Namsai

NAMSAI, Aug 30:  A workshop on GST for the DDOs and traders was organized at Namsai Town Club on Wednesday.

Speaking on the occasion, Deputy Commissioner R K Sharma said that GST brings a new era in taxation system of the country, which in turn will improve tax revenue and  bring complete transparency. He also said that GST will be profitable both for the sellers and consumers.

He further said as GST is new concept, such workshops will immensely help both the DDOs and traders or local suppliers.

Under GST, tax will be calculated in a single platform and local entrepreneurs will be benefited, he said.

Emphasising on GST registration,Sharma requested all the local businessmen to register their firms immediately.  

Resource person and Tezu Tax & Excise Inspector, Luvjoy Choler explained the registration procedure and all other relevant components of computation of taxes under the purview of GST.

An interaction session was also conducted to clarify doubts of DDOs and traders.

 

 

 

Sankalp Se Siddhi prog continues across state

ITANAGAR, Aug 30: The Sankalp Se Siddhi-determination to attainment programme, launched by the central government with the aim to create awareness regarding social issues, like poverty, terrorism, corruption, communalism etc was organised by KrishiVigyan Kendras all over the state.

In Pasighat, KVK East Siang, College of Horticulture & Forestry, Central Agricultural University on Wednesday organized a programme at the college auditorium to discuss doubling farmers' income and pledge to achieve it by 2022.

Around 317 farmers across the district,besides officials and staff of departments like agriculture, horticulture, veterinary, fisheries, ATMA, SAMETI, DRDA, textile & handicrafts, industries, sericulture and forestry attended the programme.

Speaking on the occasion, Arunachal East Lok Sabha Member, Ninong Ering underlined the importance of improved farmer-friendly technologies for higher yield from less farm land in an era when population pressure is high on the land. He also urged upon the farmers to practice organic farming.

East Siang Deputy Commissioner, Tamiyo Tatak  highlighted the seven-point strategy of the central government to double the farmers' income from Pradhan Mantri Fasal Beema Yojana, Pradhan Mantri Sinchai Yojana, soil health cards, high yielding seeds, storage of agri products to unified market facility and integrated farming.

Zilla Panchayat Member, Kaling Dai discussed the need for location-specific, farmer-friendly technologies in the district.

Later, vegetable seeds and 500 Assam lemon saplings were distributed to selected farmers.

In a similar programme at Geku, 12 soil health cards were distributed to selected progressive farmers by Geku Mariyang MLA, Olom Panyang.

In Hayuliang, addressing over 200 farmers and scientists of the KVK and guest faculty members from College of Horticulture & forestry, Pasighat, MLA cum Chairperson APMDTCL, Dasanglu Pul elaborated about the various programme initiated by the central and state governments for the welfare of the state's farming community.

Hayuliyang ADC, Kego Jilen advised the farmers to adopt diversified agriculture so that the dependency and risk associated with single crop can be minimized, while Chaglagam Anchal Samiti Chairperson, Chonu Tindya urged the scientific fraternity to look into the various determinants causing the deterioration of large cardamom production in Anjaw district.

He also urged the KVK Anjaw and CHF Pasighat to organize training and demonstration programmes focused on suitable scientific package and practices on large cardamom for the district.  

Later, the MLA also distributed agriculture implements to 187 farmers under Tribal Sub Plan.

At Jairampur, more than 200 people,including PRI members and progressive farmers partook in the Sankalp Se Siddhi, New India Movement organised by KVK, Jairampur.

Parliamentary Secretary cum local MLA Laisam Simai emphasised on reaching out to the grass root level with the plans and programmes of the central government. He lamented that farmers do not utilize the farm lands to the fullest and it is the primary factor that farmers are facing socio-economic difficulties. He advised the farmers to focus on commerce based agriculture.  

Earlier, Simai and the ADC visited Taipong village and met villagers who were stuck in crossfire between security forces and underground elements on August 28 last. A short film on Sankalp se Siddhi was also shown to the audience.

At Roing, the Sankalp Se Siddhi programme was organized by KVK, Lower Dibang Valley on Wednesday at the Multipurpose Hall.

Roding Pertin, District Coordinator, BJP briefed   about the government initiatives to make a strong India under New India Manthan. Dr T J Ramesha, Senior Scientist & Head, KVK, Lower Dibang Valley highlighted the initiatives made by KVK for development of agriculture and allied sectors in the district.

Tai Tagak, Advisor to Chief Minister emphasised upon proper implementation of government schemes by working in a cohesive manner. Member of Parliament from Assam and in charge of BJP Arunachal, Ramen Deka also took part in the programme, which saw the participation of around 200 people.

At Tezu, the programme was celebrated with great enthusiasm to mark the 75th anniversary of "Quit India Movement" by the Department of Agriculture, Lohit district under ATMA.

DM regulates selling of alcohol during Solung festival

PASIGHAT, Aug 30: In view of the ensuing Solung Festival Celebration 2017 and for ensuring peaceful celebration, East Siang District Magistrate, Tamiyo Tatak has issued an executive order under section 133 CrPC, prohibiting illegal and unauthorized selling of alcohol.

Accordingly, IMFL, locally brewed rice beer (Apong/Nyogin) or roxy etc in open places, roadsides or festival grounds will not be allowed.

Only those who have been authorized and permitted by various Solung celebration committees in the district in their respective festival celebrations grounds within a strict regulated time of 10 PM will be allowed to sell such items.

Further, gambling of any kind,including dice, playing cards or carom in open public places, including festival celebration grounds within entire jurisdiction of East Siang district is strictly prohibited.

The order will be effective from 5 AM of August 31 to 10 PM of September 10.

The East Siang District Administration through the order has also asked for promotion of cleanliness and litter-free surroundings of their respective festival grounds.

To oversee the strict implementation of the order, a vigilance and monitoring committee with flying squad has been formed with members from the ABK, ABK(WW), WASE, executive magistrates and officer from the departments of Police and Tax & Excise.

To regulate the sale of IMFL during the ensuing Solung festival, the East Siang Superintendent of Tax & Excise has been directed to instruct all IMFL wine shop dealers and retailers under the district to maintain daily sale records register.

All the village authorities, HGB, GBs, PRI members, village secretaries have been asked to extend cooperation for implementation of the order. (DIPRO)

5th State Level Veteran Football Tournament from Sep 2

ITANAGAR, Aug 30: The 5th State Level Veteran Football Tournament (31 years and older) is scheduled to begin at Rajiv Gandhi Stadium, Naharlagun on September 2.

A total of 14 teams are participating in the tournament this year, which have been divided into four pools, with winners and runners-up of each pool qualifying for the quarterfinals.

While Pool 'A' comprises East Kameng FA, Siang Highlanders FC, Sagalee FC and Tribal FC, Pool 'B' comprises of Naharlagun United FC, Laba FC, Kra Daadi FC and Singik FC. Arunachal United FC, Doimukh FC and Green FC have been clubbed together in Pool 'C' and E&Ks, Kurung Kumey and PTC have been placed in Pool 'D', informed organizing secretary Tadar Rupu.

The opening match will be played between defending champions NUFC and the Dark Horse Laba FC.

The semi finals will be played on September 14 and 15 and the final on September 17.

Organizing Chairman Toko Tatung appealed to all the participating teams to play the game in its true spirit.

 

 

 

Training on oil palm cultivation concludes

RUKSIN, Aug 30:  In all, 89 farmers along with Dollungmukh Anchal Chairperson, Nido Yapok took part in a two-day training programme on 'Oil palm cultivation and vermicompose' conducted by the State Agriculture Management Extension Training Institute (SAMETI), Pasighat at Dollungmukh Vivekananda Kendriya Vidyalaya in Lower Siang district, which concluded on Wednesday.

Addressing the inaugural day of the training, Ruchi Soya Industries Ltd, Manager, M Muthuselvan explained the participants that oil palm is a perennial horticulture crop which starts yielding after three to four years of plantation and will give sustained yields up to 30 years.

Assistant directors of Agriculture (Training), Megh Nath Bori and Sengo Dini, who acted as resource persons, highlighted the prospects of oil palm cultivation in the state and advised the farmers to adopt oil palm cultivation to boost their income besides availing associated benefits under the cultivation project.

 

 

Free LPG connection to BPL families

AALO, Aug 30:  A total of 80 Below Poverty Line  families of Aalo, Bagra and Kodum circles were provided free LPG connections under the Pradhan Mantri Ujjwala Yojana recently.

PASIGHAT, Aug 30: The 39th West Pasighat Bharatiya Janata Yuva Morcha (BJYM) Mandal unit has launched Bharat Jodo Abhiyaan during its executive meeting held at Ngopok village under Mebo circle in East Siang district on Wednesday.

Launching the Abhiyaan, East Siang District BJYM President, Mongol Taga highlighted the importance of central government schemes, like PDMY,PMSSY, APY, PMFBY and PMGSY and called upon the villagers to avail the benefits of the schemes.

Cake controversy continues

ITANAGAR, Aug 30: With the BJP-ruled state government as well as the party leaders remaining mum on the alleged cake cutting controversy involving Union Minister Kiren Rijiju, Deputy Chief Minister Chowna Mein and Minister Dr Mohesh Chai, the Arunachal Pradesh Mahila Congress Committee (APMCC) on Wednesday demanded immediate dropping of the minister trio from their respective posts for allegedly showing disrespect to the Tri-Color and Indian map.

The cake cutting episode, wherein Rijiju, Mein and Chai had allegedly cut a cake inscribed with the national flag and Indian map, was brought into media limelight by the Arunachal Pradesh Youth Congress on August 25 and has drawn sharp criticism from the Congress quarters.

However, there has neither been any response nor clarification from the BJP quarters on the allegation till date.

Teachers trained on vision screening

Yazali, Aug 30: Rama Krishna Mission Hospital, Itanagar, in collaboration with Mumbai based NGO 'Mission for Vision' on Tuesday organized a workshop on vision screening for school teachers.

The teachers were imparted basic knowledge and procedures of vision screening to identify children with eye disorders during the workshop held at Abotani Academy, Yazali.

Ophthalmologist Dr Talum Sorum conducted the training and explained about common eye disorders in children and eye safety measures.

At least 25 teachers from government as well as non-government schools from Yazali and Yachuli areas of Lower Subansiri district attended the workshop.

Pay attention to education & health sector

Exposing the tall claims of government, the School Management Committee of Government Secondary School Pakke-Kessang under East Kameng district published a classified advertisement in newspaper seeking private teachers of mathematics and science to teach in the said school.  Reportedly after the transfer of Mathematics teacher no reliever has been posted to the said school. Even though new academic session has started but school is still reportedly running without science and mathematics teacher which has forced the SMC to seek private teachers.

Recently ZPM of Mengio under Papum Pare district also wrote to deputy commissioner informing that government secondary school, Sakiang is functioning without subject teachers. On several occasion state government claims that it is giving top priority to health and education sector. But considering the repeated complain of the non-availability of subject teachers from various schools of state it looks like government is only making hollow promises and is not serious about improving the education sector. Situation is quite same in health sector. Many PHC and CHC are running without proper doctors and nurses. Majority of Arunachalees depends on government funded schools and hospitals for the service. Not everyone can afford to send their children to private schools. Therefore it is the duty of state government to ensure that best facilities are made available in government schools and hospitals for the benefit of the citizens. No children should be denied the opportunity to have quality education. For this education sector will have to be drastically improved at the earliest.

Follow the law of the land

Dear Editor,

With reference to the news headline "three forcibly attempt to enter without ILP" in the 29 August 2017 issue, I would like to ask the anti nationals not adhering to the laws of land whether it is very difficult to acquire a temporary ILP when leaders like Narendra Modi and Rahul Gandhi entered into Arunachal with valid ILP?

Sometimes, I fail to understand why some self styled people boasting of heading xyz organizations try to do things breaking the law whereas they ought to be role models for the new generation.  

Also it is pertinent to mention and appeal to the corrupt officers that if you can't perform your duty then, atleast let the sincere officials performing their duty do it.

This attitude of some corrupt officers remind me of a similar dialogue in the election campaigns but in a different tone  " Na kam karunga or na karne bhi  dunga'".

Instead of supporting the sincere officials, discouraging and making them to apologize in front of law breaking anti nationals will surely send a wrong message to the officials of Police department. God forbids those days when officials would think several times before doing their duty as he might be asked to apologize publicly later for discharging his duty.

Cowards in us glorify violence

Dear Editor,

After narrating an incident of violence where a husband had reportedly blinded his wife in one eye in front of his neighbours, Nellie N Manpoong has rightly said, "May be it is time neighbours become part of the drama, and may be it is time victims stop being victims." ~ in her thought-provoking article, "Silent bystanders" (Monday Musing, August 28, 2017).

Violence can be classified into two major types ~ 1) aggressor's violence and 2) violence for self - defence or deterrence. It is mainly because of aggressor's violence ~ the world has come to such a pass. Wars, rapes, ragging, abuse, bullying, lynching, murders, reckless driving, genocide, sadism and jingoism ~ all are ugly manifestations of it.

Unfortunately, cowards in us glorify violence. A soft spoken, gentleman is being pooh-poohed and branded as a weak person. To add insult to injury, some advertisements and movies are hellbent on promoting carelessness, callousness and cruelty. As a result, shouting, reckless speed - driving, utterance of foul language and slavery to liquor have been accepted by society as macho qualities. Indeed, these qualities have often been set as a benchmark for getting a certificate of adulthood or manhood. But they are invariably very intrinsic qualities of a coward.

As it is said ~ charity begins at home, we can and should clean out type-1 violence from our mind. We can make our children understand that the limit of one's freedom is in front of other's nose. Otherwise, liberty will be lost in a jungle raj where it is restricted only for the fittest brutes. If we can restrict type - 1 violence, then we will also automatically be able to check the type - 2 as the latter is but a reaction to the former.

As a matter of fact, so long as the type - 1 violence rules the roost, we cannot criticize the type - 2 which is for self - defence or deterrence. Recently, what happened in Kerala when a girl bobbitised an aggressor is a case in point. We should hang every killer rapist or at least keep them in jail till their death. This violence is absolutely necessary to counter macho or sadistic design. This type - 2 will act as a deterrent to type - 1.

Inordinate delay

Dear Editor,

With reference to the advertisement No.DSC (WD)-89/2016/R.Cell dated 18th Feb'2017 for various posts notified by Guwahati High Court ,Itanagar permanent Bench, Naharlagun,  I would like to inquire upon the concernauthority regarding inordinate delay in the notification of the selection lists of the applicants as well as schedule for written examination whereas last date of submission of application was already lapsed on 20th April 2017.

Such inordinate delay in recruitment process by judicial wing is questionable considering the frequent cases of corruptions that surfacein various departments of the state.
